Look, either we are in fact or we aren't. You can't speculate on a fact.

Whoa there, Mr. Veep. Don't you think we should have been well on our way by now and in fact well past being on our way and actually on top? Have you not had enough time to prepare? To paraphrase Ted Koppel from Nightline in his interview with FEMA Director Brown, stop speculating about what you're going to do, because what you're going to do should have been done already. You should be on top of this. You've had plent of goddamn time.

Katrina exercise?! Wait, this is all an exercise to you? Possibly thousands dead, hundreds of thousands homeless, hundreds who died from lack of water, food, and the help you were supposed to give them and it's all an exercise to you?
